Udyog Youth Loan Scheme Goes Nationwide From November 1 After 18,444 Applications in Eight Districts
A Bangladesh Bank scheme offering young entrepreneurs up to Tk20 lakh with no collateral is expanding nationwide from November 1, after a pilot in eight districts drew 18,444 applications in a month. Half the money comes as a bank loan and half as a matching grant, though the grant turns into a repayable loan if the borrower defaults. Here is exactly how to apply, who qualifies, and what happens after you submit a form.
If you are a young Bangladeshi with a business idea and no collateral to offer a bank, a Bangladesh Bank scheme called Udyog is opening up to your district next week. After a two-month pilot in eight districts drew nearly 18,500 applications, the central bank is taking the collateral-free financing programme nationwide from November 1, giving young entrepreneurs in every remaining upazila a month to apply.
- Udyog offers up to Tk20 lakh per entrepreneur, split evenly between a bank loan and a matching grant.
- Applicants must be Bangladeshi citizens aged 28 or under on the day applications close.
- The pilot phase, run from September 16 to October 15 in eight districts, drew 18,444 applications.
- From November 1 to 30, young entrepreneurs in all remaining 56 districts can apply through any scheduled bank branch in their upazila.
What Udyog actually offers
Udyog, short for the Upazila-based Youth Entrepreneur Identification, Selection, and Financing Program, is Bangladesh Bank's attempt to get young people starting businesses without the collateral that normally keeps first-time entrepreneurs out of the banking system. The financing is split down the middle: half comes as an ordinary bank loan, capped at Tk10 lakh, and half as a matching grant, also capped at Tk10 lakh, so a business plan approved for the maximum receives Tk20 lakh in total, with both halves paid out at the same time. The catch that keeps the grant honest is that if a borrower fails to repay the loan portion or misuses the funds, the grant converts into an interest-free debt that still has to be repaid. Once a bank sanctions a loan, it is required to disburse the money within 15 working days.
How the pilot went
Bangladesh Bank tested the programme first in eight districts, one from each administrative division, running applications from September 16 to October 15. The response was heavily uneven. Netrokona alone accounted for 5,351 of the 18,444 applications received across 64 upazilas, more than double the next-highest district. Rangpur drew 2,745 applications, Naogaon 2,456, Jhenaidah 2,191, Habiganj 1,552, Bhola 1,545, Manikganj 1,343, and Feni 1,261.
How to apply from November 1
Bangladesh Bank has asked all stakeholders, meaning banks, local administrations, and business associations, for active cooperation as the programme expands to the remaining 56 districts. The practical steps are straightforward. Application forms are available from Bangladesh Bank's own website, its SME portal, or the websites of scheduled commercial banks. Once filled in, the completed form goes to any scheduled bank branch located in your own upazila, not a branch of your choosing elsewhere. From there, applications move up a chain, from the Upazila Lead Bank to the District Lead Bank and finally to Bangladesh Bank's departmental offices for evaluation. A multi-stakeholder panel made up of central bank officials, scheduled bank representatives, already-successful entrepreneurs, industry leaders, and academics then reviews each business plan for its market feasibility and its potential to create jobs before making final selections.
Who should apply, and who is likely to get funded
The headline eligibility rule is age: applicants must be Bangladeshi citizens aged 28 or under on the final day applications are accepted in their area. Beyond that, the selection panel is explicitly looking for business plans with real employment potential and commercial feasibility, not just a good idea on paper. The EMI calculator is worth running on the Tk10 lakh loan portion before applying, since even though half the financing arrives as a grant, the loan half still has to be repaid on schedule, and understanding the monthly repayment burden in advance is part of putting together a credible business plan.
Common questions
Do I need collateral? No. That is the entire point of the scheme; it is designed for young entrepreneurs who do not have property or other assets to pledge against a conventional bank loan.
What happens if my business fails and I cannot repay? The loan portion remains a normal debt obligation. If it goes unpaid or the funds are found to have been misused, the grant portion is converted into an interest-free loan as well, meaning the full Tk20 lakh effectively becomes repayable.
How long does approval take once I am selected? Banks are required to sanction and disburse the loan within 15 working days of final selection, according to the September guideline that established the programme.
What if my district was not in the pilot eight? That no longer matters. From November 1, every upazila in the remaining 56 districts can submit applications through their local scheduled bank branch for the rest of the month.

Bangladesh Bank's New Bangla QR Lets You Send Money With Just a Scan
From November 1, Bangladesh Bank's Bangla QR system lets you send money to another person just by scanning their code, no mobile or account number needed. The feature arrives after daily Bangla QR transaction value crossed Tk1.10 billion in August, still far below rival mobile wallets. Here is what the update actually changes, and what questions Bangladesh Bank has not yet answered.
Why Your Shop's Trade Licence Now Depends on Showing a Bangla QR Code
Getting or renewing a trade licence in Bangladesh now comes with an extra step: showing you accept Bangla QR payments. The Local Government Division has instructed city corporations, municipalities and district administrations to make Bangla QR integration a condition of licensing, and this month it told them to start enforcing it in the field. The rule builds on a year of escalating central bank mandates, backed by fines up to Tk30 lakh and jail time for banks and payment providers that don't comply.
Bangla QR Payments Go Free and Instant From Today as Bangladesh Bank Picks Up the Tab
Bangladesh Bank confirmed on September 30 that starting October 1, every Bangla QR merchant payment is credited instantly, with the minimum 1 percent merchant discount rate scrapped and the interchange fee set to zero, letting banks offer the service free or at nominal cost. The central bank will cover the gap with its own incentives of up to Tk2,000 per transaction, a bet on a network that has already grown 3.5 times in transaction volume over the past 90 days. Person-to-person transfers get the same instant treatment from November 1, and banks have until October 31 to fix several usability gaps in how customers access the service.
